Implementation Plan for “Developing Training Materials on the Transformation of Transparent, Responsible and Sustainable Food Systems at the Provincial Level” for TOT at provincial level

Under project “Capacity sharing between national partners in Vietnam and Consumers and Food Environments (CAPSHA)” in 2026 - 2027

On 23/04/2026, The Center for Agricultural Policy (CAP) under the Institute of Strategy and Policy on Agriculture and Environment (ISPAE), together with partner agencies including the National Institute of Nutrition (NIN), the Vietnam Academy of Agricultural Sciences (VAAS), and the Alliance of Bioversity International and CIAT, held an important coordination meeting to review the contents of the CAPSHA project and develop the implementation plan for “Developing Training Materials on the Transformation of Transparent, Responsible and Sustainable Food Systems at the Provincial Level” for TOT at provincial level.

The objective of the meeting was to agree on the method for implementing a series of activities to design guidance materials for provincial-level TOT training. This is considered a key tool to enhance the capacity of local officials, thereby promoting the process of bringing national orientations on food system transformation under Decision No. 300/QĐ-TTg dated 28/03/2023 into practice at the provincial level.

 

Overview of the meeting

The focus of the meeting was on detailed implementation planning, assigning specific responsibilities to partner organizations, and establishing timelines for carrying out actions. The parties agreed on the approach and process for developing the training materials for provincial-level Trainers of Trainers (ToT). The materials will be designed and flexibly revised to suit the context of Vietnam and localities. The co-development process with coordination and technical contributions from relevant stakeholders will help ensure that the training modules achieve the highest level of practicality when applied in provinces.

To ensure that the content of the materials closely reflects reality, the CAP/ISPAE research team had previously conducted consultations and surveys to assess the level of understanding as well as the actual needs of provincial-level officials. Currently, the survey data are being compiled and processed to provide a solid scientific basis for shaping the structure of the training materials and the proposed framework of training modules.

To ensure output quality and keep aligned with the overall schedule, the partners agreed to implement the following tasks:

  •  Share the outline framework of the TOT training materials: Complete promptly and share the main content framework and training program framework, in parallel with providing the survey results on the needs of provincial-level officials. This is an important basis for all parties to review and agree on the specific contents of the TOT training materials.
  • Organize a technical meeting: Conduct a small-group discussion meeting to agree in detail on each training topic, ensuring logical consistency and meeting local training needs. This meeting is expected to be held in May 2026.

Vietnam Highlights Contributions to Food System Transformation at Future Forum in Cambodia

From February 16 to 21, 2025, the Future Forum: Sustaining Food Systems – “Securing Futures; Bridging Nations, Transforming Nutrition” is held in Siem Reap province and Phnom Penh, Cambodia. The event, organized by the Council of Agricultural and Rural Development (CARD) of Cambodia, the GIZ Cluster Climate, Agriculture, and Food System in Cambodia, with the support of the Partner for Change Network of the Federal Ministry of Economic Development and Cooperation (BMZ), fostered intersectoral and multi-disciplinary collaboration.
