about the establishment of PWGs, please refer to the guidelines on food systems
profile development (Pham et al., 2025).
- The National Inter-Sectoral Supporting Group (NSG): A group of national
organizations that provide technical support for food system transformation at the
national level (including development agencies, government research institutions,
non-governmental organizations, etc.).
3. STEPS OF THE ACTIVITY
There are six steps for identifying and scoring food systems issues at the provincial level
(Figure 2):
• Step 1: Summarize global and national food systems issues
• Step 2: Identify provincial food systems issues
• Step 3. Develop criteria and scales for scoring provincial food systems issues
• Step 4: Score and identify prioritized issues of food system
• Step 5: Map actors that contribute to addressing selected priority food systems
issues
• Step 6: Identify activities and resources to address selected priority food systems
issues
