Box 1. Notes on identifying issues of food system
Discuss and integrate concerns across sectors within the food system.
Encourage all participants to voice their opinions, explore different
understandings, and collectively synthesize key issues of the province’s
food safety system
Facilitators, assisted by notetakers, should document all discussion points,
capturing photos, audio recordings, and relevant materials.
3.3. Develop criteria and scales for scoring food systems issues at the
provincial level
In Step 3, the criteria and scales for scoring food systems issues at subnational level were
developed based on expert insights and discussion, along with previous experiences
as described in Huynh et al. (2021). The guidelines suggest five criteria to be used for
scoring food systems issues:
• Multi-disciplinary
• Urgency
• Affected groups
• Policy alignment
• Action priority and coordination
All criteria use the scoring scales from 1-4. Equal weights are applied for five proposed
criteria to simplify the scoring process. The criteria and scales can be adapted by the
interdisciplinary group based on the group’s expertise and local circumstances.
The proposed questions and scoring scales are presented in Table 2 and examples are
further detailed in Annex 2.
