As part of Vietnam's ongoing efforts to implement the National Action Plan on Food Systems Transformation (NAP-FST), this second guideline provides provincial stakeholders with tools and step-by-step instructions for:

Provides scoring criteria across five dimensions: multi-disciplinarity, urgency, affected groups, policy alignment, and action coordination.
