The National Action Plan for the transformation of transparent, accountable, and sustainable food systems in Viet Nam to 2030 (NAP-FS) was promulgated under Decision No. 300/QD-TTg of the Prime Minister dated March 28, 2023. The transformation of food systems (FS) needs to begin at the provincial level, with the participation and coordination of stakeholders from multiple local departments, agencies, and sectors, to support decision-making and promote effective transformation with clear direction. To achieve this goal, stakeholders need a clear understanding of the current status of the provincial food system and the role of each sector within it.

This third guideline provides detailed, step-by-step guidance to help provincial authorities and stakeholders develop food system profiles — a critical tool to support the implementation of the National Action Plan on Food Systems Transformation (NAP-FST) by 2030.

This guideline builds on lessons from CGIAR's research and the ASEAN-CGIAR Innovate for Food Regional Program. It is intended as a living document and will evolve with stakeholder feedback throughout the NAP-FST implementation process up to 2030.

The Guidelines for Food Systems Dialogues at Sub-National Levels in Vietnam provide a practical and adaptable framework to support provincial actors in designing and facilitating inclusive food systems dialogues. These dialogues aim to co-develop Provincial Implementation Plans (PIPs) as part of the implementation of the National Action Plan on Food Systems Transformation towards Transparency, Responsibility and Sustainability (NAP-FST) to 2030.

In recent years, numerous examples of food system dashboards have been developed with the goal of offering users the opportunity to monitor or assess (their) national food systems.

Traditional wet markets are the main source of fresh food and the largest source of daily nutrient intake for citizens of Hanoi. Nevertheless, due to the lack of traceability and sales registration systems, food flows within these markets remain largely invisible. This makes it challenging to assess the impact of shocks, such as pandemics, on these markets.

A new food system indicator framework and monitoring architecture is presented to track food system transformation towards global development, health and sustainability goals. Five themes are considered:

Like many countries, the Vietnamese government and international aid organizations in Vietnam have considerable interest in achieving the Sustainable Development Goals, which are inextricably linked with sustainable diets. The authors grounded the development of our conceptual framework in a Vietnamese context from the outset of the study, while also drawing from the scientific literature to incorporate the breadth of knowledge and theory available on sustainable diets.
