ANNEX 2. Suggestion for the establishment of the Provincial Inter-
          Sectoral Working Group


                            INSTRUCTION FOR THE ESTABLISHMENT OF
                       THE PROVINCIAL INTER-SECTORAL WORKING GROUP
          This instruction provides guidance on establishing a PWG. Users are encouraged to
          apply it flexibly, as the process may vary between provinces.

          Step 1: New working group proposal submission
             •   The PWG is coordinated by one focal department, which is appointed by the
                 Provincial People’s Committee. When establishing the PWG at the sub-national
                 level, it is essential to define the group’s role and ensure it aligns with the current
                 needs of the province. Therefore, the leading organization should assess and
                 understand the province’s needs in advance.


             •   The proposal for the establishment of the PWG includes information:
             -   Role:
                    PWG members’ general tasks are to support the policy engagement process
                    of NAP-FST implementation.

                    o  Participate  in  capacity  building  activities,  technical  meetings  and  other
                        activities.


                    o  Provide feedback on the process, including materials for meetings, food
                        system  profile  development,  food  system  issue  identification,  and  the
                        draft implementation plan.

                    o  Share  information  and  data  for  the  food  system  profile  assessing  the
                        current  status  of  the  provincial food system,  and the  monitoring and
                        evaluation process of the NAP-FST.

                    During  the  development  of  the  food  system  profile,  the  PWG’s  key  roles
                    include discussing and providing feedback on the process, supplying  and
                    reviewing data and reports to complete indicators, advising on scoring criteria,
                    assigning scores for indicators, assessing the local food system, etc.


             -   Expertise
                    o  Ensure the PWG includes diverse expertise covering key areas such as
                        agriculture, nutrition and health, socio-economics and trade, science and
                        technology, statistics, environment, policy and governance, and education.

                    o  For  each  key  area  of  expertise,  ensure  at  least  two  officials  or  experts
                        representing each sector. The PWG should consist of 13 to15 members in total.
