- Stakeholder category
o Prioritize the inclusion of provincial officials (e.g., officials from various
provincial departments) when forming the PWG.
o Ensure diversity across stakeholder categories by including representatives
from the public sector, private sector, civil society organizations, and
associations at the sub-national level. Representatives from research
institutions and non-governmental organizations may also be included.
Ensure diversity in gender, age groups, and ethnic groups.
o Aim to include at least one or two officials or experts from each stakeholder
category.

o One member of the focal department will be assigned as a PWG focal point.
