1. INTRODUCTION

UN Secretary-General, António Guterres.
Vietnam is one of the countries committed
to organizing the Food Systems Summit
Dialogues programme for informing the
formulation of national pathways for food
systems transformation. These national
commitments resulted in the national
and regional dialogues taking place in
June and July of 2021. These dialogues
helped build a pathway for Vietnam
through a National Action Plan on Food
Systems Transformation in Vietnam
Toward Transparency, Responsibility, and
Sustainability by 2030.
Learning from these experiences, it is
important to ensure the participation of
actors from multiple sectors and levels in
developing PIPs for implementing NAP-
FST at the provincial level. The guidelines
serve as a tool for fostering the engagement
of various stakeholders at the provincial
level.
1.1. What is the UN Food Systems
Summit?
In 2021, UN Secretary-General António

Summit as a key initiative within the
Decade of Action, aimed at achieving the
Sustainable Development Goals (SDGs)
by 2030. The Summit introduced ambitious measures designed to advance progress
across all 17 SDGs, recognizing that each goal depends, at least in part, on creating
healthier, more sustainable, and equitable food systems.
Structured around five Action Tracks (Figure 1), the Summit united key players from
sectors such as science, business, policy, healthcare, and academia, along with farmers,
indigenous communities, youth groups, consumer advocates, environmental activists,
and other critical stakeholders. Throughout the period before, during, and after the event,
these participants collaborated to implement meaningful and lasting improvements in
global food systems.
