to boost income for food producers and distributors while ensuring nutritious, diverse
and safe food supply for consumers. Ultimately, the plan contributes to Vietnam’s
Sustainable Development Goals (SDGs) for 2030, aligning with both national and
global sustainability targets.
To implement NAP-FST, there are five groups of tasks and solutions as outlined in Figure 3.

2. SUB-NATIONAL FOOD SYSTEMS DIALOGUES
2.1. Purpose of sub-national food systems dialogues
The Sub-national Food Systems Dialogues are purposeful and organized events that
engage multiple departments and relevant stakeholders in food systems processes, to
co-develop the sub-national implementation plan for NAP-FST. In those dialogues, the
participants are encouraged to share their experiences of food systems, explore and
prioritise food system issues in sub-national contexts, consider how their roles are linked
to those of others and suggest appropriate ways to foster food systems transformations.
The sub-national food systems process can comprise several main activities: i. The
establishment of a Provincial Technical Working Group (PWG); ii. Food systems training
for provincial staff; iii. Developing food system profiles and mapping actors, programs,
and projects, as well as identifying priority food system issues to be developed; iv.
Developing a Provincial Implementation Plan; v. Developing a Monitoring and Evaluation
Plan for the provincial FST plan (Figure 4).
