4. WHO CAN USE A FOOD SYSTEM PROFILE?

          The  food  system  profile  can  be  used  by  stakeholders,  organizations,  or  institutions
          interested in or involved with food system issues and/or governance, including but not
          limited to:
             -   National and sub-national policy makers and policy analysts

             -   Research and academic institutions
             -   Civil society organizations

             -   National statistical agencies
             -   Non-governmental organizations and development practitioners



          5. WHO CAN DEVELOP A FOOD SYSTEM PROFILE?

          The  guidelines  provide step-by-step instructions for  an inter-disciplinary/inter-sectoral
          group developing a food system profile at the sub-national level.

             -   The Provincial Inter-Sectoral Working  Group (PWG), under  the Provincial
                 People’s Committee, leads the development process at the sub-national level.


             -   The National Inter-Sectoral Supporting Group (NSG):  A  group of  national
                 organizations that provide technical support for food system transformation at the
                 national level (including development agencies, government research institutions,
                 non-governmental organizations, etc.).



                                      HIGHLIGHTS FOR USERS
                                Why establishing the PWG is crucial?

            The PWG has been established in each province to support the subnational food
            system engagement process for NAP-FST implementation. It is a technical team
            composed of representatives from key stakeholders who play a crucial role in the
            food system transformation at the provincial level. The PWG is critical because:

               -   Food system transformation requires close coordination across sectors, as
                   this collaboration is essential to demonstrate the systematic, interconnected
                   nature of the transformation process.

               -   The food system encompasses multiple elements spanning various sectors,
                   each responsible for specific groups of indicators. In Vietnam, while numerous
                   datasets are available, not all are representative at the provincial level.
                   Therefore, the PWG plays a crucial role in identifying datasets and information
                   sources that accurately reflect the current status of the provincial food system.
