Each step includes objectives, outputs, common instructions for application, and notes
(if any), as well as annexes (e.g. templates, guidelines for facilitating group discussion).
Users can use and customize different steps flexibly based on the local context.
6.1. Step 1 – Formulate a plan: Establish the Provincial Inter-Sectoral
Working Group (PWG) and formulate a comprehensive plan for developing
the food system profile
Objectives
- Establish the PWG, composed of local officials and experts from multiple sectors
- such as agriculture, health, forestry, fishery, trade and economics, science
and technology, statistics, environment, policy and governance, and education -
appointed by the Provincial People’s Committee.
- Engage with provincial focal agencies and experts to formulate a plan for
developing the food system profile; explore effective methods for collecting and
sharing data and information.
Outputs:
- A detailed plan for developing the food system profile that includes effective
methods for collecting data and information.
- An initial list of organizations and members of the PWG.
Common instructions for application
A plenary meeting with local authorities should be held for the profile development team to:
- Provide provincial focal agencies with sufficient information and a clear
explanation of the concept of the food system profile, including its significance
(e.g., why assessing the status of the provincial food system is crucial, and how
the profile contributes to implementing food system transformation in alignment
with provincial plans and strategies). The overall process should be briefly
outlined.
- Emphasize the importance of a multidisciplinary approach in developing the food
system profile.
- Present the food system framework and key concepts, ensuring that provincial
focal agencies and experts share a common understanding of these concepts.
