Common instructions for application
- The first plenary technical meeting should be held involving the PWG, the NSG,
and extended stakeholders (see Annex 7 for agenda suggestions). The PWG is
requested to recommend a list of relevant stakeholders/additional organizations.
- For more details about the roles and tasks of organizers and participants, as
well as the meeting run-of-show, please refer to the guidelines on subnational
dialogues (Pham Thi Hanh Tho et al., 2025).
• During the plenary technical meeting
- The criteria for scoring the initial indicators will be introduced to the PWG and
experts in the plenary session for review and feedback (See Table 3 for the
scoring criteria and Annex 8 for further details).

HIGHLIGHTS FOR USERS
The criteria for the pre-selection of indicators should be reviewed, adjusted,
or supplemented by the Provincial Inter-Sectoral Working Group and relevant
stakeholders. However, three criteria–Criteria 1: Representativeness, Criteria 2:
Data availability, and Criteria 3: Is the indicator related to tasks of the sector – are
compulsory.
